You definitely should stop rewarding milkers (who only pay out)
Trust me, a group of us regularly downvote people for posting template-based shit and cashing out. More of us need to do it. Most of the milkers have none or little stake in HIVE and are in it for quick cash.

seems to be not like it has been luckily most scammers tend to steem, still not optimal still better than not even having an option to selfregulate, like flagging - like on blurt
I guess flagging projects need to come back from ashes again
