Ok, this clarifies a lot for me on the inner workings. Is the actual voting for proposals something very technical? Or is there a usable user interface provided?

Voting itself is pretty much similar to voting for witnesses. It seems that there's still no interface provided by Steemit, but SteemPeak team has one here: https://steempeak.com/proposals
