**무엇이 문제인가** 인터넷과 모바일 광대역의 출현은 전 세계 수십억 인구가 세상의 지식과 정보, 고성능의 커뮤니케이션, 더 낮은 비용에 더 편리한 다양한 서비스들에 자유롭게 접근하는 것을 가능하게 했습니다. 이런 서비스들은 이제 40 달러짜리 스마트폰만 있어도 전 세계 거의 어디서나 이용할 수 있게 되었죠. 이런 연결성은 더 많은 사람들이 금융 생태계에 접근할 수 있도록 함으로써 경제 자율화를 불러 오기에 이르렀습니다. 기술 업체들과 금융 기관들은 협력을 맺고 전 세계의 경제 자율화를 강화시키기 위한 솔루션들까지 모색해 오고 있죠. 이러한 진전에도 불구하고, 아직도 세계 인구의 대다수가 뒤쳐져 있습니다. 약 17억의 전 세계 성인이 금융 시스템에서 소외되어 기존 은행들을 이용하지 못하고 있습니다. 그들 중 10억 명이 모바일 폰을 가지고 있고, 또 거의 5억 명이 인터넷을 이용할 수 있는데도 말이죠. 생각보다 너무 많은 사람들이 금융 시스템의 여러 부분들을 마치 인터넷 이전 시대의 전기 통신 네트워크 마냥 여깁니다. 20여 년 전, 유럽에서 문자 메세지 한 통 보내는 평균 비용이 한 통당 16 센트였어요. 이제는 스마트 폰이 있다면 누구나 기본 데이터 요금제를 통해 공간 제약 없이 서로 무료로 연락을 할 수가 있죠. 그 당시 전기 통신 이용은 가격이 높긴 했지만 그래도 모두에게 균일했던 반면, 오늘날 금융 서비스 이용은 그 비용, 신용도, 자유 송금 권한 등의 요인들로 인하여 이 서비스들을 꼭 필요로 하는 사람들에게 접근 자체가 제한적이거나 아예 불가능합니다. 전 세계적으로, 돈이 더 없는 사람들이 더 높은 금융 서비스 비용을 지불합니다. 힘들게 번 수입이 송금 수수료다 ATM 수수료다 뭐다 하는 비용들로 어이없이 날아가 버리죠. 소액 단기 대출의 이자는 연간 400 퍼센트 이상이 될 수도 있고, 금융 서비스를 이용하면 100 달러 빌리는 데 30 달러까지도 이용료를 지불해야 할 수도 있습니다. 그들이 왜 자신들이 현존 금융 시스템의 변두리에 남아 있어야 하느냐 자문할 때, 아예 은행 근처에도 못 가는 사람들은 자금이 얼마 없다, 은행 이용료가 너무 높다, 은행들이 너무 멀다, 필수 서류들이 없다 같은 소리들을 합니다. 블록체인과 암호화 화폐들은 위와 같은 접근성과 신용에 관련된 문제들을 잠재적으로 다룰 수 있을 그들만의 속성들을 좀 가지고 있답니다. 둘 다, 단일 개체가 네트워크를 통제하지 못하게 하는 **분산 관리 방식** , 인터넷 연결이 있으면 누구나 참여할 수 있도록 하는 **오픈 엑세스** , 그리고 전체 자금을 보호하는 **암호화 시큐리티** 를 포함하고 있죠. 하지만 지금까지의 블록체인 시스템들은 아직 주류로 우뚝 서지 못하고 있습니다. 대중 마켓들이 기존 블록체인 시스템들과 암호화 화폐들을 사용하기 꺼리게 만드는 것은, 그것들이 가진 그 휘발성과 미약한 확장성이 지금까지 마켓들의 유통 수단과 가치를 열악하게 만들어 왔기 때문입니다. 게다가 자금 세탁 방지를 강화하기 위한 규제 전선과 감사 개혁에 반하여 기존 시스템을 훼방 놓고 규제를 우회하려는 프로젝트들까지 존재합니다. 우리는 산업 각계 전문가들과 규제 기관들 같은 금융 주체들과 협력하고 혁신하는 것만이 이 새로운 시스템을 지탱할 수 있는 지속 가능한, 안전한, 믿을 만한 프레임워크를 만들 수 있는 유일한 방법이라 믿습니다. 그리고 이러한 접근이야말로 저비용의, 좀더 접근성 높은, 좀더 유기적인 글로벌 금융 시스템을 향한 대약진을 불러올 수 있을 것입니다.

Section 01 # Introduction ## Libra’s mission is to enable a simple global currency and financial infrastructure that empowers billions of people. > This document outlines our plans for a new decentralized blockchain, a low-volatility cryptocurrency, and a smart contract platform that together aim to create a new opportunity for responsible financial services innovation.
**Problem Statement** The advent of the internet and mobile broadband has empowered billions of people globally to have access to the world's knowledge and information, high-fidelity communications, and a wide range of lower-cost, more convenient services. These services are now accessible using a $40 smartphone from almost anywhere in the world.1 This connectivity has driven economic empowerment by enabling more people to access the financial ecosystem. Working together, technology companies and financial institutions have also found solutions to help increase economic empowerment around the world. Despite this progress, large swaths of the world's population are still left behind — 1.7 billion adults globally remain outside of the financial system with no access to a traditional bank, even though one billion have a mobile phone and nearly half a billion have internet access.2 For too many, parts of the financial system look like telecommunication networks pre-internet. Twenty years ago, the average price to send a text message in Europe was 16 cents per message.3 Now everyone with a smartphone can communicate across the world for free with a basic data plan. Back then, telecommunications prices were high but uniform; whereas today, access to financial services is limited or restricted for those who need it most — those impacted by cost, reliability, and the ability to seamlessly send money. All over the world, people with less money pay more for financial services. Hard-earned income is eroded by fees, from remittances and wire costs to overdraft and ATM charges. Payday loans can charge annualized interest rates of 400 percent or more, and finance charges can be as high as $30 just to borrow $100.4 When people are asked why they remain on the fringe of the existing financial system, those who remain “unbanked” point to not having sufficient funds, high and unpredictable fees, banks being too far away, and lacking the necessary documentation.5 Blockchains and cryptocurrencies have a number of unique properties that can potentially address some of the problems of accessibility and trustworthiness. These include distributed governance, which ensures that no single entity controls the network; open access, which allows anybody with an internet connection to participate; and security through cryptography, which protects the integrity of funds. But the existing blockchain systems have yet to reach mainstream adoption. Mass-market usage of existing blockchains and cryptocurrencies has been hindered by their volatility and lack of scalability, which have, so far, made them poor stores of value and mediums of exchange. Some projects have also aimed to disrupt the existing system and bypass regulation as opposed to innovating on compliance and regulatory fronts to improve the effectiveness of anti-money laundering. We believe that collaborating and innovating with the financial sector, including regulators and experts across a variety of industries, is the only way to ensure that a sustainable, secure and trusted framework underpins this new system. And this approach can deliver a giant leap forward toward a lower-cost, more accessible, more connected global financial system.

### The Opportunity As we embark on this journey together, we think it is important to share our beliefs to align the community and ecosystem we intend to spark around this initiative: * We believe that many more people should have access to financial services and to cheap capital. * We believe that people have an inherent right to control the fruit of their legal labor. * We believe that global, open, instant, and low-cost movement of money will create immense economic opportunity and more commerce across the world. * We believe that people will increasingly trust decentralized forms of governance. * We believe that a global currency and financial infrastructure should be designed and governed as a public good. * We believe that we all have a responsibility to help advance financial inclusion, support ethical actors, and continuously uphold the integrity of the ecosystem.
