To make a photo without people you need to start lifting at 6 am, or 2 hours before sunset.
In the morning buses with tourists will be on the way, by midday it will be crowded.
I would have made at least one overnight stay in that region, the weather is extremely changeable and it will be insulting not to get on the rock. It's better to stop in Tau or Jorpeland, and not in Stavanger, because in any case you will have to use the ferry.
